Since the establishment of the European Community in 1957, significant developments have taken place in the European energy policy, driven by complex global challenges like the climate change, increasing energy prices and the security of supply in the European Union (EU). The very recent 2009 gas crisis between Ukraine and Russia further intensified the discussion within the EU about the weaknesses of the EU’s energy policy and the lack of supranational instruments to successfully respond to the world’s energy challenges, such as the gas crisis in January 2009.
