The touristic management of a scenic park has to take into account the different requirements of the users, whilst at the same time it can not disturb the natural environment. Spatial planning of the areas situated in a scenic park should be an important element in protecting and shaping these areas, and not to stop its development. In this paper we present the change process in the spatial planning and management of the Boduszewo village, in the municipality of Murowana Goślina, which is situated within area of the scenic park "Zielonka Forest". It confirmed that the biggest problems and conflicts concerning spatial management occur in the existing touristic areas which serve as recreation or weekend leisure. The realisation of the recreational needs in the analysed areas was ongoing in an uncontrolled way and was not conforming to the regulation of local spatial management. The building and expansion of the illegal summer buildings on the arable land caused an ecological imbalance and disturbed the environment (particularly in terms of the watersewerage policy) and landscape degradation in relation to the architecture. This was the primary reason of conflicts at the touristic level and the protection of the natural environment, as well as between the tourists (or owners) and the local authorities. Local authorities did not identify this conflict which existed from 1994 and in fact was ignoring it. The local authorities decide, according to the Law on Spatial Management, about the local spatial planning in this area and are in charge of financing it. This paper presents the long process of the local spatial planning and management in years from 2001 to 2005 in the village of Boduszewo which was financed and realised only thanks to the initiative and engagement of the local plots owners who wanted to legalise the situation of their properties. The local authorities, in contrary to the law, represented a passive attitude during this process and did not consider the management of spatial planning at a local authority level as an important instrument of protecting, developing and shaping the environment. The critical assessment of such activities by the Murowana Goślina local authority is even more justified by the fact that the neighbouring local authorities assembled in the Association of "Zielonka Forest" local authorities, are adapting the system of spatial planning to comply with the needs of the users in saving and assuring the protection of the natural environment of the scenic park as well as to ensuring an adequate quality of human leisure
